Executive summary

Measurement weaknesses may go a long way to explaining why the UK has comparably poor levels of productivity. However, a range of other factors from skills and management deficiencies to late payments play a role too.

AAT has long campaigned for the government to introduce tax relief for self-funded work-related training as a means of better equipping people to upskill, reskill and move between sectors and occupations. AAT urges the Treasury Select Committee to consider recommending the same.

AAT acknowledges the many examples of British failures to monetise technological discoveries but believes the numerous success stories of financially successful innovators in the UK demonstrates that the country is more than capable of commercially exploiting innovation and may in fact be rather well placed to do so.
