Misconduct
- Between on or around April 2019 to November 2025, he offered out and/or provided self-employed accountancy services to the public whilst not licensed or approved to provide such services whilst subject to an exemption.
Finding
By reason of the conduct set out in the Allegations above, Andrew Sibley is guilty of misconduct pursuant to Article 21 of AAT’s Articles of Association.
Order
- Reprimanded for a period of three years.
- Deemed ineligible to hold fellow membership status for a period of three years.
- Fined £4251.00.
- Issued a warning regarding future conduct, to include the following:
- 4.1 Afforded this opportunity to submit a full and complete AAT practising licence application within 30 days of the sanctions being imposed by Order of the Association unless sub-paragraph 4.2 applies. For the avoidance of doubt a full and complete application is not limited to the licence application itself, it includes the submission of any requisite documentation and/or information to support the application.
- 4.2 To not provide and/or offer to provide any services he is not licensed by AAT to do so unless he submits an application as per Paragraph 4.1.
- 4.3 To cease any publication of the provision and/or offering of services that require a practising licence unless he submits an application as per Paragraph 4.1.
- 4.4 That failing to comply with this warning will result in AAT exercising its right to terminate his AAT membership.
Consent
The decision of the Investigations Team shall stand as an Order of the Association pursuant to Regulations 5.2 and 5.3 of the Disciplinary Regulations.
